If I recall, the first experiment, they got some fraction (a few hundred meters?) of cable out before the reel jammed.

I don't know what happened with subsequent experiments, but I know that the drag created is not trivial. I want to say that there are some tidal effects too with the constant distance between two objects in different orbits, too.

Heck. If we can anchor one end of a cable to any other planet, then put a big spool on earth with a gianormous generator, I think we'd have this energy thing solved. As the planets went about their different orbits, there would be PLENTY of cable pull that should be plenty strong enough to generate more energy than the earth could ever consume. Of course making the cable and associated anchors and generators would likely consume more materials and energy than we currently have.

I may have to think this one over a bit more.

tethers can be used as a propulsive device or as electric generators, here's what happened to the generator one:

"...NASA has conducted several experiments with Plasma Motor Generator (PMG) tethers in space. An early experiment used a 500 meter conducting tether. In 1996, NASA conducted an experiment with a 20,000-meter conducting tether. When the tether was fully deployed during this test, the orbiting tether generated a potential of 3,500 volts. This conducting single-line tether was severed after five hours of deployment. It is believed that the failure was caused by an electric arc generated by the conductive tether's movement through the Earth's magnetic field.
